Tunable white tape blends 2700K and 6500K diodes to create colour temperatures.
So 4500K would be 100% of light output with 2700K and 6500K diodes combined, hence higher wattage & lumen output. 2700K would be just the 2700K diodes hence the lower wattage and lumen output.
